- People-Centric Overreach Individuals are certified in „Responsible AI“ — but return to organizations with no infrastructure to apply it. We form national councils and “talk about the risks” — while the actual systems remain undocumented and unauditable.
These illusions are not harmless. They result in AI systems that discriminate without traceability. They allow algorithms to make decisions in hiring, housing, healthcare, and policing — without documentation, auditability, or redress mechanisms. They erode trust in public institutions, widen digital divides, and entrench bias behind closed systems.
The cost of simulated governance is not theoretical. It is measured in missed opportunities, wrongful denials, opaque surveillance, and irreparable harm — especially to marginalized communities.

AI systems today:

And yet, we try to govern them with:
- Ethics certificates
- PowerPoint strategies

And this simulation is what the EU AI Act, ISO/IEC 42001, and the OECD AI Principles now force us to move beyond.
