MENA’s AI Governance Landscape: Vision and Context

The MENA region is rapidly emerging as a global hub for artificial intelligence, leveraging its strategic geopolitical position, investment power, and growing tech ecosystems. With a focus on economic diversification, digital transformation, and ethical innovation, MENA countries are crafting AI governance models that reflect regional values, strategic ambitions, and global competitiveness.

Regional Initiatives

🌍 Pan-Arab AI Strategy Discussions: Spearheaded by organizations like the Arab League and ESCWA, regional efforts aim to harmonize AI policy, promote responsible innovation, and develop Arab-centric AI ethics frameworks. The Arab Digital Agenda (2021–2025) supports these efforts with a strong focus on AI-driven development.

🌍 GCC AI Cooperation: The Gulf Cooperation Council is fostering collaborative AI initiatives among its member states to boost cross-border innovation, cybersecurity, and ethical AI alignment.


National Strategies

🌍 United Arab Emirates: A global AI frontrunner, the UAE launched the UAE National AI Strategy 2031 with the world’s first Minister of State for AI. The strategy promotes governance, education, and sectoral AI transformation, including a dedicated AI Ethics Guidelines document and the Mohammed Bin Zayed University of AI (MBZUAI).

🌍 Saudi Arabia: Through SDAIA and Vision 2030, Saudi Arabia positions AI as central to economic and social reform. The National Strategy for Data & AI (NSDAI) sets out ambitious goals, including training 20,000 AI specialists and becoming a global leader in AI ethics.
🌍 Qatar: The Qatar National AI Strategy emphasizes sustainability, ethics, and human-centric innovation, with dedicated AI policy research at QCRI and a growing focus on AI in education and health.

🌍 Egypt: As North Africa’s tech leader, Egypt’s national strategy focuses on AI infrastructure, talent development, and inclusive AI for public services. The Ministry of Communications and Information Technology (MCIT) plays a central governance role.


Islamic Ethical Frameworks in AI

Rooted in principles like maslahah (public good), adl (justice), and amanah (trust), Islamic ethics offer a values-based foundation for AI development. These concepts increasingly inform discussions on bias, fairness, and responsible automation in the region.

Cultural Integrity and Digital Sovereignty

MENA countries emphasize preserving cultural identity and digital sovereignty in AI development. This includes prioritizing Arabic-language NLP models and safeguarding indigenous knowledge systems in AI datasets and algorithms.

Smart Cities

🌍 NEOM (Saudi Arabia): A $500 billion smart city integrating AI in transport, energy, governance, and sustainability. NEOM’s AI-driven design sets global benchmarks for urban tech ethics.

🌍 Masdar City (UAE): Focused on clean-tech and sustainability, Masdar deploys AI in energy grids, water systems, and transport planning—aligned with green AI principles.


Healthcare

🌍 RAHMA AI (Qatar): A cancer diagnostics initiative using AI to personalize treatment paths, developed in collaboration with Sidra Medicine and QCRI.

🌍 Tawakkalna App (Saudi Arabia): Originally for pandemic tracking, the app integrates AI for public health monitoring and now expands into broader digital services.


Education

🌍 Alef Education (UAE): An AI-powered platform used across schools in the UAE and Indonesia, providing real-time performance feedback and adaptive learning.

🌍 AI in Arabic Education: Initiatives like the Arabic GPT project aim to strengthen regional language processing and offer culturally relevant education tools.

🌍 MBZUAI (UAE): A graduate-level AI university advancing research in AI ethics, robotics, and data science.

🌍 SDAIA (Saudi Arabia): Leads Saudi Arabia’s data and AI governance, offering certification, compliance standards, and cross-sector guidance.
